If you have a fresh install of Microsoft Windows then it is likely that Direct3D will not be functioning properly as the Windows native drivers only support 2D and OpenGL acceleration at most. DirectX/Direct3D will be installed to some degree, but not completely.

Download and install:

1). Microsoft DirectX 9.0 (www.microsoft.com)
2). If you have an ATI or Nvidia graphics card, Download your vendor specific reference drivers (www.ati.com or www.nvidia.com).
