I need some help with this game.

When looking at a weapon... it shows the power in this format 1-8 or something along those lines..

Sometimes the second number is really high like 4-15 or something like that..


what does this actually mean. I can't figure it out...
it dosen't say anything in the instruction book and i can't find it in any strategy guides
