#1 Yes, this is right. The current Pentium M series with 1.83 - 2.12 ghz perform equal or slightly better than a Pentium 4 with 3ghz. You will be set with such a processor for the next 1-2 years minimum, maybe even more, depends on the games though.
#2 A GeForce 6600 (non gt) will
not outperform a 9800 Pro, the ATi card will do slightly better. A GeForce 6600
GT though will perform equal as the 9800 Pro over time. As Silent Archer said, sometimes the nVidia card is better in a game (Doom 3 comes to mind) someone is the Radeon card better. I would nod suggest an "upgrade" in this case.
