The 6600GT is trash, and most models aren't available in 256MB of ram (it has 128MB).. which is complete trash, and the sad thing is, its comparable to the ATi 9800Pro which is way older than a 6600GT, I'd Despite its higher Core and Memory clocks, it only has 128-bit mem interface, making it completely incompetent. And it only has 8 Pipelines?!?! the x1600Pro/XT has at least 12 pipelines, 512MB of memory, althought it has 128-bit mem interface as well, it makes up for it in pipelines, and Memory size, being it has 512mb of it. But the 6600GT offers GDDR3, as the x1600Pro/XT offers GDDR2/3 depending on what brand you purchase. Nvidia 6600GT's vary in supporting OpenGL 1.5 and 2.0 depending on what brand you buy, and the Radeon supports 2.0. So really I think it all comes down to preference... personally I'd go with the ATi. Hope this helps.
And no, I haven't seen anywhere where both of these cards require a minimum 420W PSU, although having 420W of power is nice
