I've never played any straight-up horror games, but from what I've played, that sounds a bit like Dr. Killjoy in The Suffering...maybe? :Oo:
If it's not one of the aforementioned ones, Thief 3 also had an asylum level in it...apparently it was pretty freaky, too...
