He doesn't know what he's talking about. He thinks he'll connect at
max. speed if his ISP is named the same as the download server.
If the server is busy, it's busy. You can't get it any faster than they can
send it. And if your internet providers sub-station in your area is busy,
you can't receive data any faster than they'll can share the bandwidth.
Try this test out at some differnt locals and you may see what I'm talking
about :-)
