You have what is known as an integrated grpahics chipset, which unfortunately for you means it is not up to much in terms of 3D graphics. So in essence your PC may be up to the minimum supported specification, but your graphics solution is not.

You need to buy a graphics card that supports minimum Shader Model 3.0 (SM3.0).
