Careful. Ratings like that for heatsinks/fans are what AMD recommends, and they don't officially support overclocking. So, no, that rating has no bearing on what you can overclock to.
Thermal paste can make a diff, I guess. I don't use it and am fine. I just use the stock heatsink/fan that came with the cpu and I do fine.
