there is some misunderstanding between us here I think.
As a Dutchman, I automatically interpreted "liberalism" as
classical liberalism (which is usual at this side of the ocean). A way of thinking that says that the government shouldn't take care of the people and keep the poor poor. Or for example think it is okay that medicine is only in reach of those who can afford it.
Thus the right-winged political stuff, which won't be helping you either. But you say that you officially have the right to get support (money for medicine etc.) but don't get it for some reason. It is just a suggestion, but maybe the municipal authorities of your town should be made (more) aware of the fact that their social support system does not work properly. Maybe you should try to contact them and explain your case to them.
