It's a very crappy card. Upgrade to at least a mainstream DX9 card; you'll see a huge improvement.

Just as a little test, go try out something like UT2003. If you notice your frame rate going to around 10 most of the time, you have a problem. Now imagine that but twice as slow, which is pretty much how DX9 games will run on your card.

I'm not sure how old the card is, since I didn't use to care about ATI products back then, but it's around the performance level of a GF2...I think a little better than a GF2 MX.
