if you want to be technical the ps does not produce power, it converts power from yours house line to fit the pc's needs, if that was his problem, there's no way it would even boot up, could still be a vid problem, but not a problem of getting one for the wrong voltage. try like the rest said and swap video cards, and if you still got the problem try switching everything else. Building and or even upgradings turns into a nightmare 95% of the time, so don't feel like an idiot.
