It's a fairly convoluted mess, but so is the rest of the game, as far as puzzles.

You'll need to get the micorscope from the desk and break the glass to the case with the emergency glass. Grab the axe and a shard of glass.

Next go to the cooling unit and use the axe on the wire in that area. You'll acquire the chopped piece of wire.

Next to the door is an electrical panel you'll neeed to open up and take a look at. In your inventory, use the glass shard on the wire you cut to create a new workable wire. Use the new wire on the panel and you should be good to go!

Remember to search the room for some other items (a code from the display case, a dismembered finger from one of your morgue-mates).
