Windows 2000 is an OS like XP or ME or 98... should be more of a last resort for you if you don't even know what it is.
What are your in game setting for system options in main game menu and advanced setting in system options? Have you tried adjusting these?

What GamesMaster said is true only your system also needs to meet the requirement to use ATI 9800.
