I liked Rehtt's 1st idea only if you uninstall DX and it does not reinstall at least you'll no you have bigger problems.
I f you would like to uninstall DX lets see if I can tell you how to go into safe mode.

I have XP PRO and this is how it works for me;
Reboot and hold F8 until a screen ask which drive you want to boot from
Keeping your left hand finger over F8
use your right hand on the up and down arrows to select your hard drive
press 'Enter' AND Hold F8 RIGHT after.
now another screen should come up I think will ask for which OS you want I just press F8 again.
NOW another screen will come up and you can use the up and down keys to select
'Safe mode’ it will bring you back to choose OS if there is only one choice press enter. Then you’ll be asked if you want to start in safe mode select yes. I may have added an extra step only it works for me this way.

With what I've written here in mind you should be able to figure out how your system
will reboot in Safe Mode.

It's damn stupid when they say
'oh press F8 at reboot for safe mode"
Just isn't that simple.
