looking for a non-combat based mmo.. if that exists

as explained in the title, i want to find an mmo with more substance than just endless combat, cos thats boring.
preferably something along the lines of fallout 3, if such an mmo exists...

so peeps, any suggestions?
or should i just stick with my console rpgs...
