Reinstalling windows does not mean formating your PC ... but If like a clean start use the Format

Did you try to change a Theme ?

Also try:

In display properties
reset from Normal size 96 dpi -choose Custom from the drop down and change it to 75% from 100%.

reset the windows default font size to 75%, Apply it, then back to 100% again Apply it.

After closing display properties-restart PC

no.. still nothing.. the "small mouse" is still there
