Enclave "environment.cfg" HELP!

My OS is "Vista", and I'm having trouble with adding: CON_ENABLE=1 to the
"environment.cfg file." This is susposed to let you add cheats to the game, but my system will not let me save this file.
Any help appreciated.

most likely is the file set on read-only.

How and where do I check to see if my file is read only?

Find the file in My Computer or Explorer, right click on it, select properties, uncheck the read only box, click on apply, click ok.

I was able to uncheck the read only, but i'm still unable to save the
CON_ENABLE=1 to the environment.cfg file.
This is what the message says:
Cannot create the C:\Program Files (x86) Starbreeze
Studios\Enclave\environment.cfg file.
