Republic: The Revolution

I am having a pretty good time with this game, but I keep hitting a roadblock and hope someone here can help me out.

In the first city, I am stuck on the mission objective of finding evidence to blackmail the head of the church faction.

I have watched him on street level for a time, but I have never seen him do anything strange, although he does pass by the "House of Thwacks" quite often ;)

Any tips out there, please?
