Wacrcraft 3 Editor

I have a problem with the Editor for Warcraft 3 + Frozen Throne.

I build some maps with it but alle the Heros wont go over Level 5 when I play them.
It doesnt matter if the Hero is placed in the editor or create in the game by a shrine or the taverne.

In the map-options I set the max. Hero Level to 10 or 20 and when I placed a Level 7 Hero in the map he is still level 7 when I play the map, but the Level wont increse anymore.

Can somebody help me?

I remember there being a max hero level for every player on the board. So you may be upping the max hero level for player 1 but not players 2-8. It has been a while since I did WC3 editing but i seem to remember there being lots of little things to set up all over the place for each of the players.
