Vice City all access cheat?

I d/l the Vice City cheat for all access but don't recognize this file I unzipped-- how do I use this file ?? -it says it is a system MS file - so ???

would love to finally get to all locations in GTA III and/or Vice City !

I guess its a .nfo File.
Open it in your Notepad or a other Textprogramm.
It contains Information about how the Patch works or who created it.

Unzip files from archive-> right click the .nfo -> Open With... -> Notepad.

all that was in the unzip file was the MSinfor which I opened in notepad and said use the GTAVCsf8.b file in my user files but the only other file that unzipped was
"lun-vcaac.rar" file so ???????

Do I just put that into the user files???
