Babylon 5 I Have Found Her....?

so i just found this, but i have a problem..

win2k, radeon 9800p128, all latest drivers, etc

pc runs *GREAT*

this game runs like *CRAP*

i'm getting about 4-5 FPS in the intro and "in space"

when launched, i set all details to high, as i should expect to be able to do with this $300 (retail) card

why the hell is it soooo BAD at running this game?
is it just the game itself? if so, i'm sure as hell not gonna be too interested in buying/upgrading to the "full" version anytime
