the file directx.cpl is a debug will run slower?

i go into diag , and looked at my direct x and get this message [the file direct.cpl is a debug version and will run slower than the retail version]

also i move down the list and see a ! sign by the file direct.cpl

wot alll this mean? my games also running slowly

why don't you just download the actual DX9c?
