I am in City 17 at Horse!
Currently I am in ruined house and can't exit from there!!!
What I must do?

There are about a thousand ruined houses in city 17...

Just keep looking around, try all the doors, so forth.

But in this hous soliders are fluding in!
It has small stairs and it is above place where those cars explode!

at the top of the house , where the RL ammo is there are steel beams to walk over
