Couple times in each round the game "freezes" for one or two seconds and then continues normally. What is the problem and how can I fix it? Is it sound problem or network problem or what? What console commads I should try to make this problem go away?

I tried couple console command from that link, but they didn't help. I guess I have to reinstall. :(

Im not so sure about that anymore. The problem occurs only when playing CS:Source, not while playing HL2.

had that prob too, disable your firewall, CSS has much probs with the firewall

I did that but it didn't help. I also reinstalled the game but it didn't help. I tried to lower texture details(and other settings) and sound quality --> no help. I used different console commands --> no help. Nothing seems to work :/
