Sim City 4 Installation problem

Can anyone please tell me why I get the message: "The configuration can not be parsed", when I'm installing Sim City 4?? It's driving me crazy....

hehe nah .., seriously .. id like to hear your system specs. as well ....

runs fine on my slow ass puter anyways

pIII 800 MHz
Geforce 2 GTS
384 MB Ram

My system meet the standard requirements....but still it has a problem opening the program. Either nothing happens (after I click on the crack), or the message "the configuration can not be parsed, using built in rules" appears.
