I imagine it will work just like GTA3 did. GTA3 was exclusive to PS2 for consoles, but there was no mention in the deal for not releasing on PC. Hopefully this is the same deal and we just have to wait longer. I certainly am not shucking out 250 bucks for a game.

It is already set to come out on PC. It does not have a release date yet, because it is not close enough to being done, but they have already said they are going to release it on the PC. This is according to gamespot.com, and what I have read before.

according to rumors the pc version of "gta:vice city" will follow in may 2003...

Vice City is on Playstation 2 for 2 years, then pc, they signed a contract stating this.
