Yes reformatting your PC with the game still installed just makes the problem worse, not better. To make it "unflag" an installed copy of the game, you must uninstall it or use the deactivation program they are releasing. The deactivation program leaves the game on your PC I believe but doesn't let you play it until you reactivate it. I'd imagine you'd need to make sure any firewalls are turned off to make sure it connects with the securom server. I couldn't even activate it at first due to my firewall even though it was set to allow the program...

It's pretty easy to use that program. Keep in mind they have also extended the allowable computers. You can now use it on 5 machines, not just 2. It's an easy enough fix if you are moving from one computer to another.
