I've just vist the oficial FIFA 2004 Forum. I find there information from moderator about date of relese demo:

We're happy to announce that the FIFA Football 2004 demo will be available later today. We'll be posting a news item as soon as it's available so keep your eyes peeled.

The demo will allow you to play Juventus v AC Milan at the Juventus' Stadio Delle Alpi Stadium. The difficulty level will be Semi-Pro and it will allow you to play one half that is 4 minutes long. The download will clock in at a modest 35 MB.
