I read a bit more (since there's some information on it in Russian), and basically the game is set in a post-apocalyptic scenario, where the Cuban 60's missile (when USSR brought nukes to Cuba) resulted in a global nuclear war. After the war is over and most of the major cities are destroyed, what's left of the former superpowers begin the last stage of the Third World War - battle for survival.
Kinda interesting is the sides' selection - not only you can play as USA or USSR, but you'll also be able to play as China, and an aliance of France and Germany (the developers thought of a way to sell the game everywhere ;))
I just hope Blitzkrieg engine can cut post-nuclear war environments
