Who do I have to pay for getting a PS3 code!?

I need it so badly! I went to 3 different Gamestops here in Germany and none of em had the Pre-Order code. I feel discriminated!

Got the XBox 360 code but it comes back as invalid. I double and triple checked to make sure I entered it properly.
