What are the best drivers / overclocking utility for it ?

Catalyst 5.13 oficial is out.
You may want to try out the Omega Drivers (google it).

ATi Tray Tools for Overclocking.

What he said. I prefer ATITOOL for the overclocking though. The Ati tray tools come with the omega drivers though..

You might want to try the WARCATS at www.tweaksrus.com I heard they're better than the omegadrivers.
