since i dont know which fan you use i cant tell u whats wrong.

GET A NEW FAN!!

The cpu is supposed to run that fast. Go to www.speedfan.com and download speedfan. Then, see how how your cpu is running. (Your cpu Is Tempature 2 on speedfan.) If it is running above 60 degrees c, theres your problem. This happened to me not to long ago. Pretty much the same story except I fix computers myself I dont go to a local computer store. Anyway, check ur cpu heatsink for dust or buildup. If there is any, get a air compressor or something that will blow the dust out of the heatsink (be sure to turn your computer off first). If this dosnt help, its probably just your cpu itself. If you've had it for more then a year the core is probably fu*ked. Buy a new cpu if this dosnt help.

IF u have your old cpu cooler back and its the same as before only turned around... it shouldnt or cant run faster since the voltage didnt change unless u have a rpm controller on there or am i wrong?

check your videocard driver settings if the "Fan Always On" is enabled in the overclocking part if u got that IF its the GFX Card

If your motherboard has a temperature control sensor for the CPU Fan and the cpu cooling block is full of dust : Heat+Cpu=High RPM Fan
