As far as your CPU goes, have a look at the official AMD site. Nevermind, I already got the correct page here for you: AMD Athlonâ„¢ 64 X2 Dual Core Processor Utilities and Updates
The dual core optimizer is a must!

My full specs are as follows:
Mobo: Biostar NF61s-M2A SE BIOS is just the stock version nothing updated
Processor: AMD 4200+ Windsor AM2 Dual Core Running stock speeds of 2.2GHz
RAM: 2GB DDR2 800 Stock settings no overclocking done in anyway
Graphics: ATI Radeon HD 4850 512MB 256 bit Running GPU clock at 625 MHz (no
OC) and memory clock at 993 MHz (no OC)
Anything else?

Biostar mobo's aren't known as the best overclockers. Update the Bios, the updates usually add stability and sometimes they add new features.
What are the cpu voltages?
What make and model of RAM do you have? Crucial? Corsair? How much voltage is being applied? What are the memory latencies set at? What Case setting? Is it at 1T or 2T?
What Power Supply are you using? Make, Model and Wattage.

I have no idea all those specs at the moment but will post them some time soon... and I got the overclock to work but then I get a stupid error on vista ultimate with the atikmdag driver issue and this seems to be a huge problem to many people... SO gotta wait till they fix this...

my card is now overclocked... a bit... and stable... but I think I need to get better air circulation in my case... I have also oced my CPU to 2.5GHz but now it won't go further... But doing a lot of reading and research on this topic...

You have socket AM2, so it's no problem to add a 3 Ghz model of the Athlon64 X2. Maybe you should do that instead of running the risk of pushing your current cpu over its limit.
And then OCíng your graphuics card makes more sense, since now it is bottlenecked a bit afaik.
And indeed cooling is important too, since an OC'ed 4850 easily hits 90 degrees celsius I assume (my standard 4850 hits 80).

yea it used 2 it now reaches about 70... I added a 240v 16w fan to the back of my case running from a separate power supply... it helps a bit... my CPU is oc at 2.64 and I am trying further... I would love to add a 3GHz module but I don't have the money at all...

I am not an overclocker, but as far as I know is OC-ing from 2.2 to 3.0 GHz a lot. If you push your cpu over the edge, then it's life may be over. And afaik, you also risk damaging the motherboard.
@Slaymate, GM & Gazz: correct me if I'm wrong about that.

Overclocking anything roughly about 20 procent as you are doing without the help of professional cooling products is never a good thing. I suggest keeping it at a maximimum of 8 to 10% and combining that with tweaking Windows itself.
@Richard: he has it at 2.64 now, not 3.0
EDIT: ATI 8.11 drivers just got released: Drivers & Tools | GAME.AMD.COM

Thanks for the "driver news".
And to be clear about the 3.0 GHz I was talking about : It seemed like he's aiming at 3 GHz, which I thought to be able to "read between the lines". I was trying to prevent that he would "push it that far" in an attempt to save money, that he may have to spend afterwards because of ruined hardware (instead of on a new Athlon X2).
