Unfortunately nowhere. Downloading HL without steam would be illegal, and CS1.6 is available only through Steam.

yeah.. see.. i never will.. but i'll play with someone on Americas Army.. and YALL MIGHT WANT TO CHECK THAT OUT.. YA KNOW.. HERE IN GAMERSHELL.. I DOWNLOADED the upgrade from 1.7 to 1.9.. and well.. i got screwed. it didn't work.. that means that i had to go searching around for other places that only went 40 kb per second and took like 2 hours.. why..

I got a server we can play on! Might not be the best for everyone (i get around a 120ping)...
