1-2 years still would present serious problems. We already maintain 1 of the largest standing armies in the world with a huge defense budget. A draft would send that budget through the roof. Also, that is not a long enough time period to make it cost effective for the military. Many of the technical schools require more than 2 years of schooling before they are put into duty. (My son-in-law went through 3 years of school before being deployed).
Another option is government service, but I see some of the same problems there. The last thing I want to see is the size of the federal government increased.
I have heard indications that some schools are beginning to require a minimum period of public service in order to graduate, but I really don't know any details. I'm thinking that might be more in line with what you are thinking.
I agree with your assessment of many of todays young people with the caveat that every generation complains about the younger generation going to hell
