Default problems with game (COD 4 & 5) graphics Freezing up momentarily

Hi I,ve been having problems with the graphics momentarily freezing up during game play in both Cod 4 & 5 it's worse when I join a server or begin a map in single player then gets less frequent but still happens during game play, this started hapening when I switched to a new XFX 9500gt PCI-E 1gb card so I uninstalled the card and went back to my 7600gt PCI-E 512mb card but the problem remains, I've tried uninstalling and reinstalling both new and old drivers and even 191.03 nvidea beta (XFX recomends 190.62) I've tried shutting everything down that I didn't need to run the game and minimum settings on both cards, no luck I thought it might be related to sound because it seemed to happen when something like an explosion happened, I was using the onboard sound so I reinstalled my pci sound card (creative sb live 24bit) and disabled onboard sound still no luck, I've contacted XFX about this issue and they had me try a better PSU so I installed a 585w PSU with PCI-E support (but my cards dont have the extra connection lol) from a 375w PSU still no luck so now they are going to replace the card but I dont think the card is the problem, can anyone help?

It's hard to say without actually being there. Have you installed the newest chipset drivers for your mobo? Try these drivers straight from Intel

Have you tried looking at some errors in the registry? XP is famous for using the exact same .dll time and time again filling up your system resources.

My first thought goes out to a clean install (and a better brand, Dell is simply terrible!). Anyway, try this free trial if you haven't already used a similar product: TuneUp America - TuneUp Utilities 2009

I tried the chipset update, it took it fine but no results also ran registry cleaner no luck there either I also enlarged page file size it helped some it doesn't freeze up as much but still unbearable I,m istalling game on different system to check if it really are the cards and if something happened to my old card that may have messed it up also, I'll try the tune up software before I reformat, Thanks!
