I just bought and installed this card and it locks up my computer when I try to play the LOTR Return of the Kings Demo.I've also noticed that in the Device Manager I have a 9600 device and a 9600 Secondary device. Is this normal?I removed the drivers and both devices in device manager and did a re-install but it still installed both devices.Any help would be greatly appreciated.

Well sorry to tell you this but you've been scammed by buying that POS card... just like me...
here take a look and cry 9600pro
You can try this tho :
Here are the steps (it works with VIA KT333 based mainboard and ATI Catalyst 3.7) ...

1.) Disable "AGP FastWrite" in the BIOS
2.) Browse to your folder, where you installed the ATI Control Panel
3.) Execute file: SmartGard (this is a link)
4.) Do following settings (no matter what the auto-detection says!):
    PCI Write: ON
    PCI Read: ON
    AGP Write: OFF
    AGP Read: ON
    5.) Apply
6.) automatic restart and after that WAIT some seconds because during windows logon, the driver tests your system
7.) SmartGard starts automatically and you have to confirm the new settings with "OK"
    8.) Have Fun!
it worked for me but i'm still having huge problems on some games and 3.7 catalyst just screws up more than it helps
So if you still have problems after trying theses settings try reinstalling cd drivers that were in the box i'm still on 3.6 :/
Couldn't bring the card back so now i'm stuck with it. but if you can bring it back, i'd really do it if i were you.
    Anyways hope this helps.
    Good luck

As usual, user error seems to be the problem here. You bunch off newbs really think the 9600 Pro is a POS card; what a joke :P . You can't even spell Athlon for goodness sake . BTW, dump that crappy motherboard I sure as hell know is not helping the situation and will be a huge bottleneck along with that slow CPU of yours. There is a slim chance the card COULD be defective. I have a 9700np and haven't had a single issue; then again, I at least have a basic knowledge of computer hardware. Noobs like you give ATI, and pretty much everything else you come across, a bad name.

That aside, what PSU and what memory/timings are you using?

Thanks Reaper,I made the changes that you recommended and it works like a charm. As for Dworks questions I have a 350w PSU and 1 stick of Crucial 512mb DDR PC2100 at 2.5ns I believe.BTW you were probably a noob once too;so a little tolerance or a couple of qualuuds might help with your attitude a bit.
